Controlling dog fouling

Traffic enforcement officers patrol streets very enthusiasticaly to ticket car owners with their digital cameras and scooters. Bless them!!  Perhaps they can be socially more useful and acceptable by keeping an eye on dog owners those who do not pick up after their dogs.
